In accordance with the provisions of Act CCIV of 2011 on National Higher Education and Government Decree No. 19/2012 (II. 22.) on certain issues of quality assessment and development in higher education, the Hungarian Accreditation Committee (MAB) operates a Board of Appeals and Complaints. This committee is established to ensure that, in those cases where a new expert opinion or evaluation is required in the same matter or concerning the same person within the same procedure, that particular opinion is based on impartial, unbiased, and objective considerations.
The rules of the appeals procedure are set out in Sections 67 (4) and 71 (5) of Act CCIV of 2011 on National Higher Education, as well as in Sections 24/A (6) and (7) of Government Decree No. 19/2012 (II. 22.). Based on these legal regulations, an appeal procedure may be initiated with MAB through the TIR 2 system as follows: The higher education institution may submit the appeal of a MAB expert opinion within thirty days from the date of its notification. The higher education institution must attach its comments regarding the MAB expert opinion to the request for review. It is not permitted to refer to new facts in the appeal request.
In general, against the MAB Board’s decisions, an appeal may be requested; in other matters related to MAB’s procedures, a complaint may be submitted.
Only the rector of the higher education institution is entitled to submit an appeal request, while a complaint may be submitted by anyone.
The appeal request must be submitted electronically via MAB’s electronic system, except for appeal cases related to applications for university professorships, which must be submitted directly to the Ministry responsible for higher education and research.
